Adopted during the Earth Summit in Rio de Janeiro (Brazil) in 1992 by 173 heads of state, the Agenda 21 is an action plan for the 21st century. Its objective is to progressively implement a long-term sustainable development plan on a regional scale. Organized into four sections – social and economic dimensions/ Conservation and Management of resources for Development/Strengthening the role of major groups/ Means of implementation, it results in an action plan to improve the quality of life for all citizens, to preserve natural resources and enhance the attractiveness of the region. Local authorities are invited to implement the Agenda 21 program on their level, integrating the mechanism of a public consultation – Local Agenda 21.
