THE STRUGGLE TO GOVERN THE COMMONS

In this article from 2003, Thomas Dietz, Eleonor Ostrom and Paul C. Stern introduce the concept of the Tragedy of the Commons. They discuss the requirements of adaptive governance in complex systems and the strategies for meeting them. The article shows that a sustained research coupled to an explicit view of national and international policies as experiments can yield the scientific knowledge necessary to desing appropriate adaptive institutions in order to develop relevant and integrated action plans for governance of local commons.
